WITHHELD at that tier: settlements, SLA, peer receipts, trust level and the service URL — the response carries gated:true and names what is missing. Pass live:true for a fresh re-score — that tier is x402-paid ($0.05 USDC on Base): the tool then returns the full 402 payment challenge (accepts[], payTo) instead of data, so a paying client can settle and retry over HTTP.
