Store a file permanently on-chain via OrcaVault. Provide the file as base64 in content_base64. Returns the on-chain memory id plus a public retrieval URL. One-time cost is paid at house-wallet setup; the relay covers all gas. mem_type must be one of: photo, video, audio, document.
