RCO, the Record of Cleared Orders: the signed receipt of one cleared decision, by decision_id — what was cleared (a GTIN, an ISIN, a product id), for which actor class, under which rule and version, the records read, the signal, when, the issuing door, its signature and the ledger transaction id. Authorised doors only: x-door-key (a key issued by the office; the door receipt of plan v1.1 §2.6, signed by the issuing door) or x-hub-key (a GSC hub gate receipt). The hash goes on the Confidential Ledger; the receipt is kept and served by decision_id. Idempotent on decision_id.
