search_tax가 찾은 근거의 DB 원문을 읽는다. 판례·해석례·예규·조문·통칙·별표·부칙·조약·역사버전을 지원. 긴 본문은 next_offset까지 반복하면 누락 없이 읽을 수 있다. summary_only는 원문 전문이 없는 요지임. 적용 시점 미해소를 현행으로 보충하지 말 것.
