Returns one verdict -- REAL_EDGE, REGIME_LUCK, NEGATIVE_EV, or INSUFFICIENT_DATA -- via chronological out-of-sample holdout, fee+slippage adjustment, and a significance test. Fail-closed. Includes a signed, independently verifiable receipt when reachable.
