🟢check_carrier(naic, carrierName, state, minRating)

Verify an insurer by NAIC code or name: known, licensed, and adequately rated (spec §3.3). Answers from an UNVERIFIED seed dataset (§4.5 datasetStatus) and returns a signed envelope.
